At the invitation of Nepalese President Bydia Devi Bandari, President Xi Jinping of the People's Republic of China paid a state visit to Nepal from 12 to 13 October 2019.During his visit, President Xi Jinping met with President Bandari, held talks with Prime Minister Oli of Nepal, and attended a welcome banquet hosted by President Bandari.In a sincere and friendly atmosphere, the leaders of the two countries exchanged in-depth views and reached broad consensus on bilateral relations and international and regional issues of common concern.First, the two sides noted with satisfaction that since the establishment of diplomatic relations in 1955, China-Nepal relations have been developing steadily, steadily and healthily, regardless of the changes in the international situation, and can be regarded as a model of peaceful coexistence between countries of different sizes.Both sides agreed that equality, harmony, generations of friendship and comprehensive cooperation are the main characteristics of bilateral relations.At present, the two countries take the opportunity of building the "one belt and one way" together to deepen mutually beneficial cooperation in all fields, work hand in hand towards common prosperity, and actively commit themselves to peace, stability and development in the region, and bilateral relations have entered a new stage.On the basis of the Five Principles of Peaceful Coexistence, the Charter of the United Nations and the principle of good-neighbourliness and friendship, the two sides decided to upgrade the "China-Nepal Generation Friendly Comprehensive Partnership" to "China-Nepal Generation Friendly Strategic Partnership for Development and Prosperity".2. The two sides agreed to respect each other's independence, sovereignty and territorial integrity, mutual concern and core interests, adhere to good-neighbourliness and friendship, deepen win-win cooperation in an all-round way, realize mutual benefit and seek common stability and development.Nepal reiterates its firm adherence to the one-China policy. Taiwan is an integral part of China's territory. Tibetan affairs are China's internal affairs. Nepal's territory must not be used for any anti-China separatist activities.China will continue to firmly support Nepal in safeguarding its national independence, sovereignty and territorial integrity, and firmly support and respect Nepal's autonomous choice of social system and development path in line with its national conditions.3. China congratulates Nepal on its historic and epoch-making political transformation and rapid economic and social development. It is believed that the Nepalese people will unite and move forward towards the vision of "prospering Nepal and happy Nepalese" and achieve political stability, social harmony and rapid economic development.China expresses its willingness to continue to interact with Nepal on its experience in governing the country and government.Nepal congratulates the 70th anniversary of the founding of the People's Republic of China and admires the miracles of development China has achieved in the past 70 years. It sincerely wishes the Chinese people, guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, to continue to move towards the goal of "two hundred years" and to build China into a strong, democratic, civilized, harmonious and beautiful socialist modernization power.Fourth, the two sides stressed that high-level exchanges are of special importance to the development of bilateral relations.The two sides will maintain the momentum of high-level exchanges, deepen political mutual trust and expand exchanges and cooperation between the two governments, parliaments and political parties at all levels.Five, the two sides agreed to speed up the implementation of the memorandum of understanding between the two governments on cooperation under the "one belt and one way" initiative, strengthen links between ports, highways, railways, aviation and communications, and work together to build a cross Himalaya interconnected network, thus effectively helping Nigeria achieve its development agenda, including the earliest way out of the status of the least developed countries and before 2030.To achieve sustainable development goals for middle-income countries at the same time.Recalling the memorandum of understanding on Railway cooperation signed by the two countries on 21 June 2018, the two sides agreed to carry out the feasibility study of the cross-border railway project from Kuala Lung to Kathmandu on the basis of the memorandum of cooperation signed on 13 October 2019, which laid an important foundation for the start-up of the project.The two sides also reiterated their cooperation on the Kathmandu-Bokla-Lanbini Railway Project.The two sides welcomed the resumption of cargo transport functions at Zhangmu Port. They will improve the functions of the Kuala Lung Port, open the Lizi-Naiqiong Port as soon as possible and build necessary facilities on the Nepalese side.Both sides will continue to implement the Protocol on Borrowing Transport and the Protocol on Transit Transport.The two sides agreed to cooperate on the phased implementation of the road upgrading and transformation on the basis of long-term maintenance of the Anigo Highway and in accordance with priorities.China is willing to start the salad road repair project as soon as possible.Aware of the importance of improving the level of interconnection between the two countries, the two sides agreed to actively cooperate on the feasibility study of tunnel construction along the Kuala Lung-Kathmandu line.China noted the request of Nepal for the construction of the Jimatangka-Laguwagat section of the Gossip Highway, agreed to consider future cooperation on the project, and asked Nepal to submit a proposal for the project.The two sides reiterated the consensus reached in the Sino-Nepalese Joint Statement on 21 June 2018 that in order to create employment, improve people's livelihood and promote economic growth, they will study the possibility of cooperation on the three North-South economic corridors, namely, Gossie, Gandaki and Kanali.China will assist Nepal in training technical personnel in railway, road and tunnel engineering, inland waterways and shipping.The two sides welcomed the agreement reached by the competent civil aviation authorities of the two countries on expanding air rights arrangements and would like to encourage air transport enterprises of the two countries to open up more direct routes within the framework of the arrangement.Both sides will work closely to promote the early completion and operation of Bokla International Airport.The two sides positively commented on the opening of Sino-Nepalese cross-border optical cables and were willing to further strengthen mutually beneficial cooperation in the field of information and communications on this basis.Sixth, the two sides agreed to deepen cooperation in the economic fields of trade, tourism, investment, production capacity and people's livelihood so as to promote common development.Under the framework of the China-Nepal Joint Economic and Trade Commission, the two sides will establish investment cooperation working groups and trade unimpeded working groups composed of permanent secretaries/deputy ministries or their designated representatives to promote bilateral trade and investment exchanges.China welcomes Nepal's participation in the Second China International Import Expo National Exhibition to be held in Shanghai in November 2019.In order to enhance bilateral trade relations, the two sides will conduct a comprehensive discussion.China will take active measures to help Nepalese products expand exports to China.China is willing to consider providing necessary technical support for the construction of multi-functional laboratories in Nepal and providing necessary cooperation for the full play of the Tatopani border inspection station.In order to promote trade and investment between the two countries, Nepal will facilitate the opening of branches and other financial services by Chinese banks in Nepal.Both sides will carry out domestic procedures as soon as possible and strive for the early implementation of the transit transport protocol between China and Nepal.The two sides welcomed the signing of the protocol on plant quarantine requirements for Nepalese citrus imports into China, and agreed to sign a memorandum of understanding on cooperation in food import and export safety as soon as possible.The two sides will continue to carry out capacity and investment cooperation in accordance with the principles of "enterprise subject, business principle, market orientation and international practice".On the basis of the Memorandum of Understanding on Energy Cooperation signed on June 21, 2018, the two sides will make full use of the platform of the Sino-Nepalese Joint Working Group on Energy to carry out exchanges and cooperation in the fields of hydropower, wind power, photovoltaic, biomass and power grids.The two sides agreed to jointly carry out the Sino-Nepalese electric power cooperation plan and complete the planning work within one year.The two sides agreed to take the Sino-Nepalese electric power cooperation plan as an important reference for the next step of the two countries'electric power cooperation and promote the practical cooperation between China and Nepal.Nepal is deeply grateful to China for its valuable support for Nepal's development and for its timely, proactive and generous assistance for the reconstruction of Nepal after the earthquake in 2015.China attaches great importance to Nepal's desire to build Madan Bandari University of Science and Technology in memory of the late leader of the people, Madan Bandari. It is willing to provide support as soon as possible after Nepal chooses the appropriate site.The two sides will continue their discussions on the basis of the report submitted by the Chinese inspection working group.China is willing to accelerate the improvement and upgrading of water quality in Kathmandu.7. China has noted the comprehensive development plan proposed by Nepal, including the relocation of Nepalese people living in the Himalayas.China would like to share its experience with Nepal and consider cooperating with Nepal in this regard.8. Considering that Mt. Everest is an eternal symbol of friendship between China and Nepal, the two sides are willing to promote cooperation in climate change and ecological environment protection.The two sides will jointly announce the elevation of Mount Everest and carry out scientific research cooperation.Ninth, the two sides expressed their satisfaction with the signing of the agreement on the border management system, believing that the agreement will effectively enhance the level of border management and cooperation between the two countries.Both sides expressed their satisfaction with the signing of the Sino-Nepalese Treaty on Criminal Justice Assistance and hoped that the Sino-Nepalese extradition treaty would be concluded at an early date.The two sides agreed to further strengthen information exchange, capacity-building and training cooperation among law enforcement agencies.Over the next three years, China will train 100 law enforcement officers annually for Nepal.In line with the purpose of strengthening cooperation in the field of security, the two sides will continue to strengthen exchanges and cooperation in the fields of mutual visits of security personnel, joint training, disaster relief and mitigation, and personnel training.10. The two sides agreed to strengthen exchanges and cooperation at different levels in the fields of education, culture, tourism, traditional medicine, media, think tanks and youth.China will provide Nepal with 100 scholarship places for Confucius Institutes.China supports Nepal's activities for the 2020 Nepal Tourism Year, welcomes Nepal's participation in the Tourism Fair held in China, and is willing to facilitate Nepal's expansion of tourism promotion in China.China will hold the 9th "China Festival" and the 4th Kathmandu Cultural Forum in Nepal in 2020 to continue to play the role of Nepal's Chinese Cultural Center, Confucius Institute and Confucius Classroom in promoting Sino-Nepalese cultural exchanges and cooperation.We welcome Nanjing City of China and Kathmandu City of Nepal, Xi'an City of China and Butwar City of Nepal as friendly cities.11. China agrees that Nepal shall establish a Consulate General in Chengdu, Sichuan Province, China.12. The two sides agreed to inject new vitality into the existing mechanism between the two countries so as to further strengthen bilateral relations and promote mutually beneficial cooperation in various fields.13. Both sides agreed to strengthen cooperation within multilateral mechanisms such as the United Nations to safeguard the common interests of developing countries.The two sides have conducted fruitful communication on promoting and strengthening cooperation in regional affairs, and agreed to support each other on issues involving the common interests of both sides.Both sides support the multilateral trading system, oppose protectionism and promote economic globalization in an open, inclusive, inclusive, balanced and win-win direction.14. The two sides believe that President Xi Jinping's state visit to Nepal on the occasion of the 70th anniversary of the founding of the People's Republic of China marks a new era in China-Nepal relations and an important milestone in the history of friendly cooperation between the two countries.China sincerely thanks the Nepalese government and people for their warm and friendly reception.President Xi Jinping sincerely invited Nepalese leaders to visit China again at a convenient time for both sides.The two sides will maintain communication through diplomatic channels.
