All major industry media are promoting the national subsidy of distributed photovoltaic power generation (0.42 yuan/kwh)for 20 years, So what does that say about the length of the subsidy? There are two sources of policy regarding national subsidies for photovoltaic power generation for 20years
One was issued by the state council on July4, 2013〔2013〕no. 24 《Several opinions of the state council on promoting the healthy development of the photovoltaic industry》，It is expressly stated in article 7: In principle, the implementation period of feed-in tariff and subsidy is 20 years. The photovoltaic policy issued by the state council is leading document on the development of domestic PV，The rapid development of China’s photovoltaic pointing out the direction！
Another source is August 26, 2013Pricesissued by the national development and reform commission [2013] no. 1638，Clearly stated in the document：Photovoltaic power generation projects have implemented benchmark feed-in or feed-in tariff standards since they were put into operation，principle 20 years。The subsidies promised by the state will last for 20 years, and if the policy changes in the future, it just fails to catch-up with the current policies。
It should be noted that if you want to receive state subsidies, you must follow the normal procedures to install the photovoltaic power station. If the following three situations occur, you will not get state subsidies。
Photovoltaic power generation
Install first, then apply - no subsidies
The normal process of installing a home PV system is：
（I）Resident carry id card, household register, property ownership certificate/homestead certificate(or other proof of housing use) submit an application for grid-connection to the local power supply business hall.
（Step two）After receiving network connection application，The local power company will inspect the site，In accordance with national, industrial and local technical standards，Combine the site conditions of the project，Provide free access system solutions for customers，And will reply in writing，The user can then install the PV system.
Therefore, if you apply to the grid company for grid-connection after the installation is carried out first, the installation site may appear or do not meet the grid-connection conditions, you will not get state subsidies.
(II) Buy equipment and install it yourself -- no subsidies
There are few parts involved in the household system. Generally, people with a little professional knowledge of electrical appliances can barely complete the installation of the whole system. However, the grid company will also reject the system access request if they install the system privately or select the construction company without the qualification of installation。
According tithe notice of state grid's "rules for the management of distributed power generation interconnection service", the design unit, construction unit and equipment material supplier of the distributed power generation and its access system project funded by the user shall be independently selected by the user. The construction unit undertaking the access project shall have the power facility license (repair and test) issued by the competent department of the government, construction enterprise qualification certificate and safety production license。
Southern power grid distributed photovoltaic business service details are also stated: southern power grid operating window atoll levels are responsible to accept the project owners grid completion inspection and acceptance and parallel debugging application, assist the project owners to fill in the distributed grid photovoltaic power generation project acceptance, debugging, application form, and to review the related materials, basic acceptance data requirements are as follows：
Residential distributed photovoltaic projects: application for grid connection completion acceptance report, construction unit completion report, installation unit and test unit qualification certificate, etc
The qualification referred therein mainly refers to the license of "installation (repair, test) power facilities". If the license of five levels of installation (repair, test)power facilities is obtained, the installation, maintenance or test business of power facilities with a voltage level below 10 kava can be conducted to install the household PV system.
（Step 3）After the completion of the photovoltaic power generation ontology project and access, users need to submit an application for grid-connection and debugging to the local power supply company. The materials required for the acceptance and debugging include the copy of the qualifications of the construction unit. Therefore, self-assembly cannot be smoothly connected to the grid, neither selling power nor receiving state subsidies.(note: the construction party should also be selected to check its qualifications and ask if they can provide various information)
（III）Installation of off-grid photovoltaic systems-- no subsidies
The photovoltaic subsidies for general household systems are mainly related to the online mode, which can be divided into two modes: "generate electricity for own use, connect the remaining power to the grid" and "recycle the national grid at the original price".
(Step 4) before the grid connection of popover generation system, the local power supply company will install a two-way smart meter for users' photovoltaic system free of charge. The meter can record users' electricity consumption and remaining electricity to the Internet in detail, and the state will give 0.42 Yuan/KWH subsidy for both online electricity consumption and self-use electricity.(at present, there are local subsidies in various regions, such as 0.3 yuan/KWH subsidy in Beijing and 0.2yuan/KWHsubsidy in Hubei (it will be cancelled at the end of 2017 and cannot be enjoyed after the Internet connection))
However, if users do not go through the connection procedures, but choose to use all their own power generation mode, namely the installation of off-grid photovoltaic power station, then they will not be able to obtain state subsidies.
Off-grid PV system is a power generation system that operates independently without relying on the power grid. It mainly consists of solar panel, energy storage battery, charging and discharging controller, inverter and other components. Theelectricity from the solar panel flows directly into the battery and is stored. When it is needed to power the electric appliance, the direct current in the battery flows through the inverter and is replaced by 220V alternating current, which is a repeated cycle of charging and discharging.
Knowing the above three conditions, we must consider carefully when installing PV power generation, do not think that along as the installation can be no problem to get state subsidies, these hard conditions should still pay attention!
